This special tap is used if you want to install the Titanion water ionizer or possibly a Kangen water ionizer firmly to the cold water pipe.

The water ionizer is in this case under your kitchen counter, in the closet. A tabletop installation would be possible if you have nothing against 2 more 6.5mm holes under the ionizer.
